How come a police officer giving such advice to its community? Is police suppose to stop chaos and bring peace to its community area?

The chairman of FELDA sungai tengi residential was quoted that police is giving an advice to the resident of FELDA SUNGAI TENGI to act stupidly, idiotly, chaosly if ANAK managed to go INSIDE the felda area. Means the police itself giving a full license to UMNO and BN's supporters to buat kacau in order to stop ANAK from giving their ceramah at that area on that night.
When the PDRM itself giving such advice... POLIS DIRAJA MALAYSIA giving an advice to do a chaos..??? UBAH before it too late.
